Affordability
• Keep tax increases and spending within our means
Gregory Hartnell: ‘I have been influenced profoundly by the timeless bulletproof ideas of Dr. Ron Paul, Presidential Candidate for the 2012 American election, which are based on respect and gratitude for the gifts of our Creator: Life, Liberty, the traditional ‘Christian just war theory’ as it applies to to the protection of Peace, and the consequent Prosperity that comes from valuing these principles.
‘Liberty’ implies a radical reduction of the tyrannical tax regimes that plague North American governments of every jurisdiction, including the government of the District of Oak Bay, the non-accountable Capitol Regional District, the City of Victoria, the British Columbia government, the Government of Canada, etc.
As a long-time fiscal conservative concerned about the deplorable banksterism that threatens all the economies of the world, I will never vote for any tax increases in the coming three year term, should I be elected by the wise and prudent informed property taxpayers of Oak Bay, and I refer my readers to my new 10 Point Plan for Oak Bay Recovery.
Rather, as we apparently are heading into a Globalist-designed economic depression, I will work for radical reductions on spending, borrowing and taxation in Oak Bay, so I cannot agree at all with the Chamber’s idea to ‘keep tax increases and spending within our means,’ as that is a complacent, insufficient, irresponsible and misleading response to a very serious crisis.
It implies more of the same reckless borrowing, spending and taxing that we are all sick of enduring, and reminds me of the patent phoneyness of the treasonous Conservative Government of Canada and that of the Establishment warmongering Republicans in the States, which as an historian of modern history I recognize as completely evil corporatist out-of-control fascist entities, and not really fiscally conservative at all.
Accountability
• 
Build our quality of life and save for the future
Gregory Hartnell: Accountability is one of the three guiding principles of the Concerned Citizens’ Coalition, of which I am the founder and current President.
Fiscal conservative prudence is directly related to accountability, and any government that does not save public tax dollars prudently is doomed to raise taxes forever.
Therefor, I would favour any measures that Oak Bay Council can devise to protect the public interest of tax liberty, lower property taxes, lower spending, and frankly, a cessation of all reckless borrowing for unneeded infrastructure megaprojects such as the proposed land-based sewage treatment system, and the costly and grandiose Light Rapid Transit system proposed by the non-accountable Capitol Regional District.
Only by a radical rethinking of our whole approach to fair low taxation and basic Liberty can we hope to have anything left over to save for future projects that we will be able to finance without borrowing, but with funds which have accrued interest, after having been first prudently invested in gold and silver bullion (not in currency markets), and later sold to finance real infrastructure improvements, when warranted.
Transparency
• 
Actively communicate municipal business in a clear and understandable fashion

Gregory Hartnell: Oak Bay can improve its communications to taxpayers and other citizens by remembering to respect our common humanity.
To ‘actively communicate in a clear and understandable fashion’ is nothing more than affording Oak Bay taxpayers the basic respect due to them as the prime generators of the District’s budget.
Collaboration
• 
Work individually and with regional stakeholders to deliver services in the most efficient and effective way
Gregory Hartnell: As a independent non-partisan pro-life Candidate for Oak Bay Council, I will not be influenced by any party, union, bank, corporation or any other government entity whatsoever, but will have my individual decisions guided by my conscience, gifted to me by the Creator, and the timeless principles of true Liberty championed by Dr. Ron Paul to which I referred above.

That will enable me to best represent the public interest of all of Oak Bay’s citizens when working ‘with regional stakeholders to deliver services in the most efficient and effective way,’ as the Chamber’s question puts it.

As to the highly questionable ethical and legal legitimacy of the non-accountable Capitol Regional District, I do not respect it as a legitimately constituted government at all, so any work that I might do with any of the bureaucratic representatives of that growing secretive entity would be done with that attitude in mind.

As we all know, the people have no say whatsoever as to which of their elected Councillors are appointed to attend those secretive CRD meetings, and this is an outrageous violation of basic democratic principles.

I will only work, therefor, directly with other Councillors at the CRD if they have been properly directly elected by the people of Oak Bay.

Non-accountable, growing regional governments are the crux of the problem facing harassed overtaxed property taxpayers all across the province, and not just in the Capitol Regional District or the District of Oak Bay.
