Stephanie Cadieux has only been the Minister responsible for reforming the Local Government Elections in British Columbia for a month, since she was only appointed to serve as Minister of Community, Sport and Cultural Development on October 25, 2010.

On July 7, the Cabinet of the British Columbia Liberal government of which she is a key minister, gave a ‘green light’ to implementing 31 recommendations of the Local Government Elections Task Force ‘in time for the November 2011 general local election,’ as the government statement puts it at the Minister’s website.

Concerned Citizens David Burke (‘Jure’) and Gregory Hartnell wrote to Community Minister Cadieux on November 25, 2010 asking her to intervene in the public interest, in concert with the Premier, Hon. Gordon Campbell, and her colleague, the Attorney General, Hon. Michael de Jong, QC, requesting that they immediaely nullify the results of the recent Victoria Byelection-Referendum, due to insufficient public participation in the total numbers of registered Victoria voters voting in the Victoria Byelection-Referendum, and hence insufficient final polling data to indicate clear majority mandates; to fill an empty Victoria City Council seat in the Byelection (only 7.08% registered Victoria voters voted for Marianne Alto), and to authorize the City of Victoria to borrow $49,200,000 in the Referendum (only 15.67% registered Victoria voters approved the ballot question by indicating ‘YES’).

We await the Minister’s reply, and those of her colleagues in government, with keen interest and a sense of urgency, and trust that she will agree with us that the condition of fragile democracy in Victoria is so perilous as to warrant this extraordinary measure of last resort:  a FORMAL CITIZENS’ COMPLAINT, requesting immediate nullification and rescheduling of the VICTORIA byelection-referendum to 2011, by which time we trust the Task Force’s 31 recommendations for reforms to the Local Government Act governing referenda, byelections, elections, etc., would have already become provincial law familiar to all concerned.
